The Biden-Harris administration is spending millions of taxpayer dollars on a project to advise homosexual men in Malaysia how to more safely engage in drug-fueled intercourse.

My intent is not to write this report in derisive way; but rather as informational, and then leave it readers to come to their own conclusions — ostensibly with respect to President-elect Donald Trump’s newly-announced Department of Government Efficiency. (DOGE)

The University of Connecticut (UCONN) in July announced a five-year, $3.4 million grant from the U.S. National Institute of Health (NIH) for the development of an app called “JumCare,” which UCONN described as:

a smartphone-based, just-in-time adaptive intervention aimed at improving access to HIV- and substance use-related harm reduction services for Malaysian GBMSM [gay, bisexual, and other men who have sex with men] engaged in chemsex.

Before we continue, a definition is in order. According to The Rainbow Project, “chemsex” is defined, thusly:

Chemsex means using drugs as part of your sex life, and it’s most common among gay and bi men. There are typically three specific ‘chems’ (drugs) involved: Methamphetamine (Crystal Meth), Mephedrone (Meth), GHB and GBL (G). This page provides information on chem sex and how to look after your health and the health of your partners.

The site goes on to describe the do’s and don’ts of participating in “chemsex.”

Anyway, as reported by Daily Caller on Thursday, the Biden-Harris administration-led NIH disbursed $773,845 to the project for the purpose of conducting a 90-day trial to test the efficacy of JomCare among 482 chemsex-involved gay Malaysian men. It also provided an additional $191,417 in 2022 to “facilitate access to gender-affirming health care” for transgender women in the country.”

While “gender-affirming care” might sound like a harmless term, it’s used to describe a wide range of procedures, including irreversible hormone treatments that can lead to infertility,  and irreversible surgeries like mastectomies, castrations, phalloplasties, and vaginoplasties.

A State Department official previously told the Daily Caller News Foundation that the proliferation of LGBT rights has been a “foreign policy priority” under the Biden-Harris administration, which has included Biden instructing federal government department heads to “to advance the human rights of LGBTQI+ persons.”

According to a 2021 White House memorandum:

Around the globe, including here at home, brave lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) activists are fighting for equal protection under the law, freedom from violence, and recognition of their fundamental human rights. The United States belongs at the forefront of this struggle — speaking out and standing strong for our most dearly held values.

The developer of the JomCare app told UCONN Today:

In Malaysia, our research has indicated that harm reduction needs of GBMSM [gay, bisexual, and other men who have sex with men] engaged in chemsex are not being adequately met. Utilizing smartphone apps and other mHealth tools presents a promising and cost-effective approach to expand access to these services.

Incidentally, homosexuality is illegal in Malaysia and is punishable by imprisonment, according to digital LGBTQ+ rights publication Equaldex. Drug use, including marijuana, is also illegal in Malaysia, and drug trafficking can be a capital offense.

The Bottom Line

As I suggested at the top, I wrote this report without commentary, having decided to allow readers to come to their own conclusions without being influenced by my often-strong opinion — one way or another.
