Baltimore Ravens general manager Eric DeCosta on Tuesday called the allegations against Justin Tucker “serious” and “concerning,” and said he has met with both the NFL and Tucker after the kicker was accused of sexually inappropriate behavior by multiple massage therapists.
Sixteen massage therapists across eight spas in the Baltimore area have alleged improper sexual conduct by Tucker, according to a series of investigative reports from The Baltimore Banner. The alleged misbehavior took place between 2012 and 2016, and two spas have reportedly banned Tucker from returning.
The NFL is investigating the allegations, and according to a report from The Banner last week, the league had already spoken to three women as part of its inquiry and was scheduled to speak with others. Addressing reporters at the NFL combine in Indianapolis on Tuesday, DeCosta spoke about the allegations against Tucker for the first time since The Banner’s initial report on Jan. 30.
“The allegations are serious, concerning. The amount of allegations are serious, concerning,” DeCosta said when asked about potentially releasing Tucker, the team’s longest-tenured player. “I think we’re fortunate that the league is doing an investigation. We’ll wait as patiently as we can for as much information as we can. We’ll make our decisions based on that.”

Regarding the volume of the allegations and how it plays into the team’s handling of the situation, especially as it relates to the Ravens’ supposed zero-tolerance policy, DeCosta said that every case is different and “there are no absolutes.”
“I think in this case we’re still awaiting as much information as possible,” he said. “Again, we’re fortunate that the league has come down to Baltimore. I met with the league. I believe the league is meeting with other people in Baltimore as well. We’ll wait for the details of that investigation and we’ll make a decision based on that.”
When further asked to define the team’s zero-tolerance policy, DeCosta said, “I really can’t because we look at every case differently, and the facts in every single case.”
“We do this for a living. We study players, we look at background, we consider all these different things. Every case is entirely different, different facts, different situations. So we’ll wait for the investigation to take place and we’ll make a decision based off of that.”
DeCosta also said he met with Tucker but did not elaborate on those conversations, saying, “Personal conversations with Justin I think is probably the smart thing to do.”
Tucker previously denied the accusations in a post on X on Jan. 30, calling the allegations “unequivocally false.” He said he never received complaints from a massage therapist, was never dismissed from a massage session and was never told he was not welcome at any spa. The 35-year-old, who has played 13 seasons in Baltimore, has not been charged with a crime nor has he been the subject of a civil lawsuit.
Multiple massage therapists alleged that Tucker exposed his genitals, brushed the women with his penis and left bodily fluids that appeared to be ejaculate on the massage table, per The Banner.
NFL commissioner Roger Goodell previously said that he was “surprised” by the allegations against Tucker and said the league would “look into those issues.”
DeCosta was asked Tuesday about when the team first became aware of the allegations.
“We were aware that a local media outlet was getting prepared to do a story on Justin Tucker and that was the first time that we became aware of the allegations or potential allegations that might result,” he said.
Ravens coach John Harbaugh is also scheduled to speak with reporters in Indianapolis on Tuesday.
