12-Year-Old Caught Clinging to the Roof of Moving SUV

A parking-lot takeover in Houston, Texas, led to one suspect getting arrested. Patrol deputies with Harris County Constable Precinct 2 say they noticed an SUV with a 12-year-old clinging to the top of the roof as the driver drove down a feeder road. Deputies quickly pulled the driver over to get the child to safety. Twenty-year-old Victor Chavez was arrested and charged with child endangerment. Inside Edition Digital has more.
